You can give a man a Chery QQ and he can still crash it, but teach him responsible driving in a sports car and he can be better than a lot of so-called experienced drivers on the road.
Nowadays, I see traffic congestion because of idiotic driverswho cut into queues abruptly or not let others queue up, and thus cause a tailback. If everyone takes the time to plan his journey, no driver would be rushing to wherever.
Torque Your observation is spot on. Unfortunately, douchebag drivers tend to respond better to law enforcement and traffic finesthan education and training.
